Essaye de re-télécharger l'installeur, au cas où celui que tu as serait corrompu.

je l'ai fait je ne sais combien de fois avec combien de sources ...
Je précise que j'ai formaté windows et donc peut être y a til des choses qui manquent ?

Il faudrait vérifier dans system32 si cette dll est présente, et si oui peut-être une corruption de la BDR.
 
Pour info cette dll est liée à Microsoft C Runtime Library.

Téléchargez et installez la mise à jour KB2999226.

Ensuite réinstallez Visual C++ 2017.
